Víctor Muñoz is an industrial engineer, MBA, entrepreneur, and expert in digital transformation, artificial intelligence, and public policy.
He is the co-founder and angel investor of several technology-driven startups, including Ecuaciones.com, 1DOC3, Genial, SmartData, Fractal, and Guarumo. He is an Operating Partner at EWA Capital, a venture capital fund focused on impact and gender-lens investing in Latin America, and a partner at Argia Green, Tech & Economics. He also serves on the boards of SmartData & Automation and Universidad Jorge Tadeo Lozano, and chairs the board of Fundación I+D. Muñoz is a Faculty Associate at Harvard University’s Berkman Klein Center for Internet & Society and a Visiting Fellow at the European Council on Foreign Relations. In 2018, he became Colombia’s first Government Chief Information Officer. In 2021, he was appointed Director General of the Administrative Department of the Presidency, a ministerial-level position. He led national initiatives in cloud computing, cybersecurity, the Internet of Things, and artificial intelligence. Recognized by Apolitical as a member of the Agile 50, he is the author of Artificial Intelligence: Beyond Algorithms and Green Code: AI + Energy.
